FIP/FIAR Consultant - Level 1 (Army) - Will Sponsor Clearance
• *Overview** The FIP/FIAR Consultant – Level 1 will support the U.S. Army’s Financial Improvement and Audit Readiness initiatives, which are focused on strengthening financial reporting, audit response, remediation, and sustainment efforts across Army organizations and service providers. This role supports targeted mission areas where the Army requires specialized financial expertise, including:
- Real Property accountability and reporting - Fort Sam Houston (Austin, TX) or Shaw Air Force Base (SC)
- Financial management support to the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) (i.e.
Foreign Military Sales (FMS), etc.) – DC Metro Area
- Military Pay (MILPAY) and/or Civilian Pay (CIVPAY) financial operations support – DC Metro Area
You will join a team of consultants dedicated to improving the accuracy, reliability, and auditability of Army financial data while supporting mission-critical operations.
- *Duties
- Support financial reporting, audit response, and remediation activities
- Perform reconciliations, data validation, and financial analysis across assigned functional areas.
- Support Real Property accountability and reporting initiatives (as applicable).
- Assist DASA DEC audit remediation and reporting (as applicable).
- Support MILPAY and/or CIVPAY financial process remediation, reconciliations, and audit documentation (as applicable)
- Analyze large financial datasets and leverage data tools to improve accuracy and timeliness
- Coordinate with government stakeholders to ensure deliverables align with Army priorities and audit requirements
- *Requirements
- Minimum 4 years of experience in Federal financial management (Army experience strongly preferred)
- Direct consulting experience is required
- Experience supporting at least one of the following areas:
- Real Property financial management
- Security Cooperation or Foreign Military Sales financial operations (at DASA DEC or similar, e.g. NIPO, AFLCMC/WFN, DSCA, etc.)
- Military Pay (MILPAY) and/or Civilian Pay (CIVPAY)
- Experience working with general ledgers, financial statements, reconciliations, audit artifacts, or financial systems
- DoD/DoW Secret clearance is required.
Interim Secret is permissible and new sponsorship is available.
- Bachelor’s degree (or higher) in Accounting, Finance, Information Systems, Business, Mathematics, Statistics, Computer Science, Data Science, or related field (or qualifying experience in lieu of degree, as applicable) OR one of the following active and current certifications issued by appropriate licensing authority: CPA, CIA, CISA, CGFM, CDFM, PMP, SAFe, ITIL.

- Experience supporting Army Financial Improvement and Audit Readiness (FIAR) initiatives
- Direct experience supporting one of the following:
- Real Property accountability/auditability
- Security Cooperation or Foreign Military Sales financial operations (at DASA DEC or similar, e.g. NIPO, AFLCMC/WFN, DSCA, etc.)(e.g. DASA DEC, NIPO, financial operations and/or auditability
- MILPAY and/or CIVPAY financial operations and/or auditability
- Proficiency with data tools such as SQL, Python, Databricks, Power Platform, or similar technologies
- Strong analytical, organizational, and documentation skills
