The California Public Utilities Commission is seeking a Ratepayer Advocate Analyst to represent consumer interests in utility service regulation. The role involves analyzing revenue requirements and rates, conducting research, and participating in various regulatory proceedings.

Responsibilities

  • Representing ratepayer interests on issues pertaining to the appropriate revenue requirement and rates associated with CPUC-regulated gas and electric utilities in General Rate Cases, and other rate setting cases
  • Conduct research
  • Review and analyze utilities advice letters
  • Write reports
  • Testify in CPUC proceedings
  • Coordinate with project teams
  • Advise management on related matters
  • Maintain organized electronic and hard copy files
  • Ensure appropriate treatment of confidential files

Skills

  • Eligibility for the classification
  • Experience in analyzing financial data, designing financial research, collecting data, conducting econometric analysis, and making practical recommendations
  • Experience defending analysis and recommendations after writing and presenting a report that includes findings
  • Experience establishing and maintaining cooperative and positive working relationships with others
  • Completed Application Packages including your Examination/Employment Application (STD 678) and applicable or required documents
  • Current version of the State Examination/Employment Application STD Form 678 (when not applying electronically), or the Electronic State Employment Application through your Applicant Account at www.CalCareers.ca.gov
  • Resume is required and must be included
  • Statement of Qualifications - A Statement of Qualifications (SOQ) is required
  • Submission of a copy of your transcript or diploma if using education to meet minimum qualifications
  • Verification of United States course/degree equivalency for foreign education
  • Complete employment information on the STD 678 state application with dates, duties and responsibilities, and contact names and phone numbers of supervisors
